A Kansas man, who spent most of his teen years growing up in and around Stockton, died on Tuesday, June 13, following a one-vehicle accident in Cowley County. Charles Raymond Velz of Winfield, 50, was eastbound on U160 at milepost 316, at 9:25 a.m.
