Several items discussed and approved at city commission meeting

(The following article is taken in part from the unapproved minutes of the March 1st Stockton City Commission regular meeting.)

The first regular meeting of the month was called to order at 5:00 p.m. on Tuesday, March 1st, 2022 by Mayor Reesa Brown with the following commissioners being present: Nathan Glendening, Jesica Kerr, Adam Bryant, and Robert Becker. City manager/city clerk Courtney Flower, and assistant city clerk Kayla Hilbrink were also present. Leonard Bristow was a visitor.

The commissioners approved the following Consent Agenda at the start of the meeting. It include the Solomon Valley Manor gross payroll in the amount of $58,450.64, the Solomon Valley Manor warrants in the amount of $72,083.40, the City of Stockton warrants in the amount of $356,580.45, the City of Stockton payroll in the amount of $90,961.70, and the February 15th regular meeting minutes.

Becker moved to approve the agenda with the addition of building permits. Glendening seconded the motion and the motion carried.

Under New Business, Dean Kester was at the meeting asking for a donation for the Stockton Rodders Car Show. Becker moved to donate $1,500.00 out of the Transient Guest Fund to the Stockton Rodders for the annual Car Show taking place on June 18th. Bryant seconded the motion and the motion carried 5-0.

Glendening moved to approve the new CMB license for Qwik Fuel at 324 S. 2nd. Kerr seconded the motion, and the motion carried 5-0.

Evans Bierly Hutchison and Associates (EBH) put together an estimate for the cost of redoing part of U.S. Highway 24 for the CCLIP Application. The estimate was from U.S. Highway 24 from Oak Street to Pine Street. Becker moved to go ahead with the application in the amount of $899,966.25 with no city match. Kerr seconded. The motion carried 5-0.

Kerr moved and Glendening seconded the motion to put the disci pline procedures in affect for the Stockton Swimming Pool. The motion carried 5-0.

Glendening moved to sell plaques for the city benches in the amount of $500.00. It was seconded by Bryant and carried 5-0.

Becker moved to approve the Request for Proposal Auditing Services for fiscal years 2022, 2023, 2024. The motion was seconded by Kerr and carried 5-0.

The Gift Fund Advisory Board had met and approved to give $300.00 donation to the Stockton After Prom Bash. Glendening moved to accept the Gift Fund’s recommendation to give $300.00 to the After Prom Bash. Kerr seconded the motion, which carried.

A ten-minute executive session was called for the purpose of discussing non-elected personnel with the city commissioners, city manager/clerk Flower and assistant city clerk Hilbrink present for the session. There was no further discussion when the commissioners back to the open meeting.

There was discussion regarding the lack of quorum for the March 15th meeting, alternate dates were discussed.

During her City Manager’s Report, Flower stated that PRIDE Day is scheduled for April 27th with the SHS Students. The Rooks County EMS hired to two full-time EMTs. They will be starting at the end of March. Ian Snyder attended the Water Conference in Russell. Assistant city clerk Hilbrink was set to attend the Court Clerk Conference. Flower and Hilbrink will be out of the office for the Clerks Conference to be held on March 15th through March 18th. Ray Niblock and Bryce Meuli were scheduled to pick up the new trash truck on Friday, March 11th.

The meeting was adjourned at 5:47 p.m.
