The Rooks County Health Center (RCH) will hold its Annual Meeting and Board of Trustees election on Friday, May 2, 2025, at the hospital in Plainville. The Annual Meeting will take place at 6:00 p.m., with Board Elections happening from 1:00 p.m. to 6:00 p.m. at the hospital.

To ensure everyone in the taxing district has the opportunity to vote, RCH will provide complimentary transportation to and from the hospital. To schedule a ride, please call 785-688-4400 by Thursday, May 1.

This year, two of the five board positions will be on the ballot, and voters from the hospital’s taxing district are eligible to cast their votes.

The current RCH Board of Trustees members are Charles Allphin, Chuck Comeau, Dr. Shelbe Darnell, Brad Plumer, and Dr. Daniel Sanchez.

Positions up for election include Charles Allphin, who has chosen not to run for re-election, and Chuck Comeau, who is seeking another term on the board.

Everyone in the county is encouraged to “get out and vote.” The only areas excluded from the hospital taxing district are Bow Creek, Sugar Loaf, Alcona, Belmont, and those within the city limits of Palco and Damar.

The Board of Trustees plays a vital role in guiding the hospital’s direction and operations. Established in 1954, the board consists of five members who each serve a three-year term. Trustees ensure the hospital is properly equipped, efficiently managed, and financially sound. They oversee the development of the annual budget and work to uphold the hospital’s mission of delivering quality healthcare to the community.

Board members are also accountable to donors, the public, and the district as a whole, ensuring that the hospital’s services remain strong and sustainable for generations to come.

This year, five candidates are running for the two open seats: Anna Muir, Randall Hrabe, Jay Casey, Matthew Benoit, and Chuck Comeau.

See the information below for details about each candidate, including brief biographies and their responses to key questions.
