City approves emergency declaration for COVID-19

At the regular meeting of the Stockton City Commission held on Tuesday, April 7th, the commissioners approved Resolution 20-4 dealing with the emergency declaration for COVID-19 protocol. The commissioners also authorized employee exemption for FMLA as discussed and presented to them by city attorney Joe Gasper.

After the protocols were put in place due to COVID-19, the commissioners turned their attention to regular City issues.

A building permit from Kevin States for a fence was approved as presented. Then Mayor Sandi Rogers appointed Denzil McNeal and Sharon Pettijohn to the Valley View Board. She also appointed Zach Cook and Megan Kennedy to the Stockton Public Library Board. These appointments were then approved by the commissioners with Bob Becker exempting himself from the voting of the Valley View appointments.

Next, the commissioners approved the Solomon Valley Manor hand check to Blue Cross/Blue Shield in the amount of $14,773.51.

City manager Courtney Flower then gave her report, starting off with an update from the Solomon Valley Manor. At this time there are 27 residents at the facility. Masks are being donated for the residents to wear and supplies have been ordered. The City’s website is set to launch on April 14th. The software for the municipal court information has been installed. The City’s revenue from the Rooks County Sheriff’s Department since the beginning of the year is $12,971.00, which is a little above the projected numbers. The City is tracking the financial and economic impact of COVID-19. The swimming pool has not been filled at this time. Also, the City has put a hold on hiring summer help and the code enforcement officer position.

The commissioners also approved the Consent Agenda as presented. The Agenda included the City of Stockton warrants in the amount of $104,120.85, the City of Stockton gross payroll in the amount of $80,809.52, the March 16th special meeting minutes, the March 17th regular meeting minutes, the Solomon Valley Manor payroll in the amount of $72,688.04, and the Solomon Valley Manor warrants in the amount of $51,480.82.

Present for the meeting were commissioners Sandi Rogers, Reesa Brown, Nathan Glendening, Bob Becker and Don McLaughlin as well as city manager/clerk Courtney Flower, assistant city clerk Kayla Hilbrink and city attorney Joe Gasper.
